As the Bureau is aware, the NYO expended considerable effort to develop NY [deleted]-C-TE, a live member source in the BONANNO "family" of LCN.
During the early part of his development he furnished information of considerable value to the Bureau. During this time informant had a personal problem involving his father which was capitalized on in his development and which resulted in SA RICHARD A. ANDERSON being able to develop an extremely close relationship with him. SA ANDERSON, playing on this problem in a sympathetic manner, was able to completely gain the confidence of this LCN member, who is extremely suspicious of all law enforcement officers.
Following the partial resolution of this relative's problem and the transfer of SA ANDERSON to Minneapolis, the informant has been extremely difficult to handle.
As the Bureau is aware, the informant's "Family" is and has been for some time in a state of flux. The NYO feels that the time is appropriate to capitalize on this state of flux in which informant may lose his standing in the "Family." It is felt that the same approach which was initially made should be repeated in an effort to reconfirm the informant in the Bureau's service.

SA ANDERSON is the only Agent whom the informant completely trusts and who has been able, because of his initial contact, to develop a full rapport with this individual. In order for the optimum effectiveness to be made by the NYO, it is felt that the Bureau should make use of SA ANDERSON's personal relationship with the informant.
If the effectiveness of this source can be re-enforced by the recontact of SA ANDERSON and given proper direction thereafter, it is felt that he has the potential to rise to the head of his "family" and perhaps to eventually gain a seat on the "Commission."
The NYO strongly requests that SA ANDERSON be authorized to come to NY to make this contact with the informant which, it is hoped, will lay the groundwork for accelerated activity on his part in the interest of the Bureau. If this can be accomplished, the informant has the definite potential of penetration of LCN on an extremely high level. It is anticipated that SA ANDERSON would remain in NY approximately one week and not to exceed two weeks, depending on difficulties of contact with the source and the amount of time it is necessary to instill in him the proper perspective.

Enclosed for Legat, Ottawa, is a copy of New York letter to the Bureau 12/23/64, captioned NY-[deleted]-C-TE, Top Echelon Criminal Informant Program." Enclosed letter deals with a trip NY [deleted]-C-TE made to [deleted] recently, where he was in touch with individuals either operating as part of, or associated with, members of La Cosa Nostra in [deleted].
Information has been developed from a number of highly confidential sources in positions to report on high level La Cosa Nostra activity that there is a membership group of La Cosa Nostra in Montreal, which over the years operated as part of the NeW York "family" headed by "Commission" member Joseph Bonanno.

SALVATORE VINCENT BONANNO ALSO KNOWN AS BILL, SON OF VICTIM, WAS INTERVIEWED PIMA COUNTY JAIL, TUCSON, ARIZONA, BY BUAGENTS FROM APPROXIMATELY TWELVE FIFTY AM UNTIL FIVE O'CLOCK AM, DECEMBER THIRTY ONE, SIXTY FOUR.
RE ALLEGED KIDNAPPING OF JOSEPH BONANNO, OCTOBER TWENTY ONE, SIXTY FOUR
BONANNO STATED KIDNAPPING OF FATHER WAS WELL CALCULATED AND PLANNED JOB PULLED OFF BY TWO TO FOUR INDIVIDUALS FROM "REBEL GROUP" WITHIN HIS FATHER'S (JOSEPH BONANNO) "FAMILY."
BONANNO ADVISED THAT HE DOES NOT KNOW THE FATE OF HIS FATHER AT THIS TIME NOR DOES HE KNOW HIS WHEREABOUTS. HE STATED THAT HE KNEW THAT MEETINGS WERE TO BE HELD ON MONDAY AND TUESDAY AT WHICH TIME THE FATE OF THE REST OF "FAMILY" WOULD BE RESOLVED. THAT IS TO SAY, IF THEY COULD AGAIN OPERATE FREELY ON STREETS WITHOUT FEAR OF REPRISAL FROM OTHER "FAMILIES." BONANNO STATED, "WHY DO YOU BOTHER WITH US, WE'RE NOBODY NOW." BILL ADVISED THAT GROUP REMAINING WITH HIS FATHER HAS A "SPOKESMAN" FOR THEM WHO IS ATTEMPTING TO ARBITRATE THE SITUATION. WHEN QUERIED RE "SPOKESMAN," HE STATED, "YOU PROBABLY KNOW." THE NAME OF JOE NOTARO WAS MENTIONED TO BONANNO AND HE SMILED, INDICATING THAT THIS WAS THE PERSON.
BONANNO ADVISED THAT WHEN SITUATION RESOLVED AND AGREEMENTS ARE REACHED, GASPARE DI GREGORIO IS GOING TO COME OUT "HEAVY." IT APPEARS BONANNO DOES NOT CARE FOR DI GREGORIO, STATING, "NOW DOES HE KNOW WHAT'S GOING ON, HE NEVER LEAVES
BILL BONANNO WAS NEXT QUERIED RE THE ORGANIZATION OF THE JOSEPH BONANNO "FAMILY." BILL STATED THAT THIS IS THE FIRST TIME I HAVE EVER MADE THIS POSITIVE STATEMENT TO YOU PEOPLE. "MY FATHER HAS BEEN THE BOSS OF 'COSA NOSTRA' 'FAMILY' SINCE 1930, I CAN'T REMEMBER THE EXACT DATE." SEPTEMBER NINETEEN, NINETEEN THIRTY, WAS MENTIONED TO HIM AS BEING DEATH OF SALVATORE MARANZANO, WHO WAS BOSS PRIOR TO JOSEPH BONANNO'S TAKING OVER. BILL REPLIED, "IT MUST HAVE BEEN AROUND THAT TIME THEN." BILL STATED, "NOW I GUESS YOU WILL MAKE ANOTHER VALACHI OUT OF ME."
BONANNO STATED HIS FATHER HAD BETWEEN FIFTEEN AND TWENTY "CAPTAINS" WITH HIM PRIOR TO HIS RECENT TROUBLE WITH THE "COMMISSION" BUT WOULD NOT GIVE NAMES. IT WAS FELT BEST NOT TO PRESS BILL BONANNO AT THIS PARTICULAR TIME ON THIS POINT.
